That means you pay upkeep this turn.
Kobo1d, can I annex Elaborqte's lands at war price or do I have to buy them like normal now that he's definitely not gonna roll defense?

General Malakhov moved through the streets; they were mostly empty. Everyone was working. The only people on the streets were soldiers and those whose jobs brought them outside.
This was good.
There was a problem, though: he heard the sound of a nearby mosque calling the city's residents to prayer. Islam hasn't been phased out of the captured lands yet, but there are government-prescribed times for prayer, to ensure maximum efficiency at work. This was not one of those times. Malakhov ordered a nearby soldier to follow him, and entered the mosque.
"This is not appointed time for praying!" Malakhov shouted in broken Arabic.
"I am sorry sir, but I was required to work through prayer-time. I must hold prayers now. I assure I will return to work shortly."
Malakhov was furious.
"Soldier," he shouted in Russian, "do you speak Arabic?"
"A bit, sir."
"Better than me?"
"Yes, sir."
"Translate."
"Yes, sir."
Malakhov turned back to the imam.
"You will return to work. Now."
The soldier quickly translated this into Arabic. The fear in his voice was clear.
The imam responded.
"Sir, he says he will not return to work until his prayers are finished."
"Tell him this is his last chance." Malakhov drew his pistol and aimed it at the imam.
"He says he will not move."
"I gave him his chance," said Malakhov as he squeezed the trigger.

POP! later, and the imam was dead, his blood spattered all over the floor. Malakhov holstered his pistol.
"Have this cleaned up, soldier."
The soldier saluted. "Yes, sir!"
General Malakhov could not wait for the day when the Premier finally outlawed Islam.

At the same time, the Red Army was sent marching east to seize the remainder of Caliphate lands. Rolling one army, though I suppose it's irrelevant if kobo1d won't let me take the lands at war price.
